Funding Description

The Universal PreKindergarten Planning & Implementation (UPK P&I) Grant is a state early learning planning and capacity building initiative with the goal of expanding access for preschool-age students to PreKindergarten (Pre-K) programs at local educational agencies (LEAs). Grant funds may pay for costs associated with creating or expanding California State Preschool Programs or Transitional Kindergarten (TK) programs, or establish or strengthen partnerships with other providers of Pre-K education within the LEA, including Head Start programs.

Other Eligibility Considerations All LEAs that operate kindergarten programs as determined using California Longitudinal Pupil Achievement Data System Fall 1 kindergarten enrollment from the 2020-21 certification.

Allocation Formula Minimum Base Grants: LEAs with an enrollment of 1 to 23 pupils, inclusive, will receive $25,000. LEAs with an enrollment of 24 to 99 pupils, inclusive, will receive $50,000. LEAs with an enrollment of 100 or more pupils will receive $100,000. Add-On Grants: After allocations have been made for base grants to LEAs as described above and county offices of education as described in the UPK P&I - Countywide Planning and Capacity Building Grant funding profile, 60 percent of the remaining funds will be available as enrollment grants and 40 percent of the remaining funding will be available as supplemental grants. · Enrollment Grants: These grants must be allocated based on the LEA's proportional share of total California Longitudinal Pupil Achievement Data System Fall 1 Kindergarten (K) enrollment for the 2019–20 fiscal year (FY), as applied to the total amount of program funds available for the enrollment grant. The total statewide K enrollment must be calculated using the California Longitudinal Pupil Achievement Data System Fall 1 kindergarten enrollment minus the TK n program enrollment for the 2019–20 FY for each LEA. · Supplemental Grants: These grants must be allocated based on the LEA's California Longitudinal Pupil Achievement Data System fall 1 kindergarten enrollment minus the TK program enrollment for the 2019–20 fiscal year, multiplied by the LEA's unduplicated pupil percentage as certified as of the second principal apportionment. Funds must be distributed percent-to-total from funds available for the supplemental grant. The funds must be expended by June 30, 2026.
