Scoring Criteria for Breakfast After the Bell (BATB) Grants 2019–20

Summary of the 100 Point Scoring Criteria

Nutrition Services Division (NSD) staff will score applications from school food authorities (SFA) based on the following areas:

  • Points for student free or reduced-price (F/RP) percentage (up to 30 points):

    • 30 points for sites that have 60–100 percent F/RP student eligibility
    • 15 points for sites that have 21–59 percent F/RP student eligibility
    • 5 points for sites that have 0–20 percent F/RP student eligibility
  • Points for the SFA demonstrating that it is prepared to implement or expand a BATB program (up to 25 points). Provide a detailed plan that explains how your SFA will implement or expand a BATB program.
  • Budgets that identify any costs associated with implementing or expanding a BATB program. The proposed budget must include a detailed description of how the expenses will support BATB (up to 25 points). Grant funding can be used for any costs associated with the startup or expansion of a BATB program in accordance with allowable uses of the SFA’s cafeteria fund. Be specific and reflect quantities for each item. For example, use descriptions like an insulated utility cart versus a cart, or three-door refrigerator versus refrigerator. A detailed description also includes a justification of how the item will be used and how the item supports BATB implementation or expansion efforts. Please be specific in your budget justifications. The NSD will deduct points if the SFA is not clear regarding how the expenditures will support BATB.

The NSD will award additional points if the site:

  • Served breakfast to less than 20 percent of the students who qualified for F/RP breakfast in school year 2018–19 (10 points)
  • Agrees to operate a BATB program for no less than three years (5 points)
  • Agrees to maintain breakfast service before the school day begins for a majority of students enrolled at the school site (5 points)
