Dear Select County Superintendents of Schools:

First Apportionment for the California Adult Education Program Fiscal Year 2023–24

This apportionment is made from funds provided by the Adult Education Program in coordination with the Board of Governors of the California Community Colleges and Item 6870-201-0001 of the Budget Act of 2023 (Chapter 12, Statutes of 2023), in support of the California Adult Education Program.

Per California Education Code (EC) Section 84912, funds are apportioned in 12 equal payments to each eligible local educational agency on a monthly basis. The first disbursement consists of two payments, July and August, in the amount of $83,302,187. Subsequently, $41,651,162 will be apportioned at the end of each month, September through June 2024, for the same purpose. The total funding in this apportionment is $499,813,807.

Local educational agencies (LEAs) are required to fulfill the following criteria in order to receive an apportionment:

  • Per EC Section 84906(a), have approved an adult education plan that addresses that fiscal year, with detailed information as specified in EC Section 84906(b).

  • Per EC Section 84913, use these funds on only the eight following areas:
    1. Programs in elementary and secondary basic skills, including programs leading to a high school diploma or high school equivalency certificate.
    2. Programs for immigrants eligible for educational services in citizenship, English as a second language, and workforce preparation.
    3. Programs for adults, including, but not limited to, older adults, that are primarily related to entry or reentry into the workforce.
    4. Programs for adults, including, but not limited to, older adults, that are primarily designed to develop knowledge and skills to assist elementary and secondary school children to succeed academically in school.
    5. Programs for adults with disabilities.
    6. Programs in career technical education that are short term in nature and have high employment potential.
    7. Programs offering pre-apprenticeship training activities conducted in coordination with one or more apprenticeship programs approved by the Division of Apprenticeship Standards for the occupation and geographic area
    8. Indirect costs of the program’s consortium members.

An LEA will also be required to adhere to specified requirements in order to maintain its consortium membership.

Warrants will be mailed to each county treasurer approximately four weeks from the date of this notice. For standardized account code structure coding, use Resource Code 6391, Adult Education Program, and Revenue Object Code 8590, All Other State Revenue.
