Binational Migrant Education Program


The Binational Migrant Education Program is an international program between the Secretary of Public Education of Mexico and the California Department of Education.

Activities support:

  • Migrant students who travel between the two countries
  • Teachers who participate in the three-year California Teacher Exchange Program
  • Teachers who participate in the Summer Session

Binational Migrant Education Summer Session

The binational summer program is a collaborative effort among the Secretaría de Relaciones Exteriores (Secretary of Foreign Relations), Secretaría de Educación Pública (Secretary of Public Education) of individual states in Mexico, the Mexican Consulates, the CDE, and participating Migrant Education Regions. As part of the program, teachers from Mexico spend six to eight weeks in a school district in California sharing culture and teaching strategies to support migrant students. Transfer Document (Documento de Transferencia del Estudiante Migrante Binacional)

A transfer document issued by the Mexican Consulate ensures the enrollment of binational migrant students returning to Mexico's elementary and junior high schools after the start of school in Mexico. It also serves as a binational report card for binational migrant students. Parents need to contact the Migrant Education Regions or the nearest consular office prior to their departure to Mexico to have the transfer document signed by the classroom teacher or school principal.

Free Textbook Distribution

This program serves migrant families and children. Its purpose is to promote literacy in Spanish and provide supplemental instructional materials and texts that are used in public schools in Mexico.
