Title II, Part A, Teacher and Principal Training and Recruiting is a federal categorical program contained in the Consolidated Application. It combines the former Title II Eisenhower Professional Development and Title VI Federal Class-Size Reduction into one program. The purpose of Title II is to increase the academic achievement of all students by helping schools and districts (1) improve teacher and principal quality through professional development and other activities and (2) ensure all teachers are highly qualified.

Allocation Formula	In determining each local educational agency's (LEA) allocation, the first criterion is to maintain the LEA's fiscal year 2001-02 entitlements for Title II Eisenhower Professional Development and Title VI Federal Classs-Size Reduction Programs. The remaining funds are distributed as follows: (1) 80 percent based on families with incomes below the proverty line; and (2) 20 percent based on census population.
