Note: Much of the information provided below is outdated. Funding for this program is now unrestricted pursuant to SBX3 4 (Chapter 12, Statutes of 2009), enacted in February 2009. For additional information, please refer to the Action on 2008 and 2009 Budget Acts Web page.

Funding is available to county offices of education (COEs) for oversight purposes as part of the 2004 Eliezer Williams, et al. v. State of California, et al. Pursuant to Education Code Section 1240(c), COEs must use the funds to review, monitor, and report on the state of schools ranked in deciles 1 to 3, inclusive, of the 2006 base API. Conditions reviewed are: teacher training, certification, misassignment, and vacancies; hiring and retention practices of school districts; sufficiency of instructional materials; conditions of facilities that pose an emergency or urgent threat to the health or safety of pupils or staff; and determination of the accuracy of data reported on the school accountability report card with respect to adequate textbooks, instructional materials, and school facilities.
