Title V, Part A, Innovative Programs

The No Child Left Behind Act (NCLB Act), Public Law 107-110, reauthorized Title V, Part A – State Grants for Innovative Programs (Title V-A). Title V-A provides formula grants to State and local educational agencies (SEAs and LEAs) and is designed to increase student academic achievement by supporting and implementing local education reform, providing a continuing source of innovation and educational improvement, meeting the educational needs of all students, including at-risk youth and developing and implement education programs to improve school, student, and teacher performance, including professional development and class size reduction programs.

Allocation Formula Using the 2007-08 data and allocating $6 million instead of the $10.66 million from 2007-08, the rate decreases from $0.721 per point (2007-08) to $0.3751 per point (estimated 2008-09). A district would see about a 48 percent decrease in its entitlement, but it would decrease no lower than the $1,080 minimum. The minimum floor for any LEA is $1,080

Other LEAs should be aware that Title V, Part A, Innovative Programs, is expected to decrease by an estimated 49 percent in FY 2006-07. This is based on preliminary data from the United States Department of Education. Individual LEA entitlements will be calculated in October 2006 when actual funding levels are available.
