ARRA IDEA, Part B-619, Special Education Preschool Grant

The American Recovery and Reinvestment Act (ARRA) of 2009 and Individuals with Disabilities Education Act (IDEA), Part B, Section 619 preschool funds must be used to serve or benefit children with disabilities ages three through five.

Required Eligibility Criteria	To receive the first 50 percent of these one-time funds no additional assurance requirements are necessary because CDE accepts the assurances the local education agencies (LEAs) provided in the 2008-09 consolidated and local plan applications. To receive the second 50 percent of these funds, CDE will verify that the LEA has submitted 2009-10 consolidated and local plan applications that contain assurances to the state education agency that is consistent with federal and state laws and regulations.
Other Eligibility Considerations	Districts must account for funds as expenditures for pupils with an individualized eduation plan (IEP) and for the provision of the special education and related services required by students with disabilities in order to benefit from a public education.

Other	ARRA funds may be forward funded for the time period February 17, 2009 to June 30, 2009, but are available to September 30, 2011. The first 50 percent of the total available are from state spending authority in fiscal year 2008-09. The ARRA funds shall be reported as fiscal year 2009-10.
