Title IV, Part A, Safe and Drug-Free Schools and Communities is a federal categorical program contained in the Consolidated Application. It provides funding to develop, implement, and evaluate comprehensive drug/alcohol, tobacco, and violence prevention programs and activities, which are consistent with the principles of effectiveness and that are coordinated with school and community-based program services. The goal is to foster a safe and drug-free learning environment that supports academic achievement.

The local educational agency (LEA) must have an approved Local Educational Agency Plan, including an approved Goal 4 of the plan. The LEA must sign the Consolidated Application Legal Assurances which state that the activities or programs funded by the Safe and Drug Free Schools and Communities Program (NCLB, Title IV, Part A) comply with the principles of effectiveness described in 20 USC Section 7115(a) (1) and foster a safe and drug free learning environment that supports academic achievement. |
