Formula subgrants are made available to eligible local educational agencies (LEAs) to provide supplementary programs and services to limited-English-proficient (LEP) students (known as EL in California). The purpose of the subgrants is to assist EL students to acquire English and achieve grade-level and graduation standards.

An LEA that reported the enrollment of one or more ELstudents on the R-30, Language Census Report, Spring 2008, is eligible to apply. |
| Other Eligibility Considerations |
LEAs scheduled to receive a formula subgrant of more than $10,000 or more may apply for Title III LEP student funds directly via the Consolidated Application (ConApp). LEAs scheduled to receive a formula subgrant of less than $10,000 must apply as a member of a consortium. |

| Other | LEAs eligible for direct funding are asked to accept or decline funds via Part I of the Consolidated Application by June 30, 2009. LEAs that are required to apply as a member of a consortium must submit an application to the Language Policy and Leadership Office. Consortium applications are due on or before August 18, 2009. LEAs that fail to respond by the deadline cannot be guaranteed funding for 2009-10. |
