Targeted Instructional Improvement Block Grant (Flexible Funds)


Funding Description

Funding for this program is unrestricted pursuant to SBX3 4 (Chapter 12, Statutes of 2009), enacted February 2009. For additional information, please refer to the Action on 2008 and 2009 Budget Acts Web page.

Before 2008-09, the funds were restricted to the Targeted Instructional Improvement Block Grant program, which, after satisfying any court-ordered desegregation funding requirements, may be used for any purpose authorized by the Targeted Instructional Improvement Grants or Supplemental Grants Programs as they existed prior to inclusion in the block grant.

Eligible Applicants Local educational agencies
Required Eligibility Criteria School districts are eligible for fiscal year 2008-09 funding if they received funding in fiscal year 2007-08. County offices of education and charter schools are not eligible to receive funding.

Allocation Formula Funding for this program from fiscal years 2009-10 through 2012-13 will be based on 2008-09 funding levels. LEAs will receive the same percentage of the available funding that they received of the funding allocated in 2008-09. For fiscal year 2009-10, LEAs will receive approximately the same amount they received based on revised totals for fiscal year 2008-09, less approximately 4.5 percent.

The total funds available for the 2008-09 program were $905,555,000. Of this amount, $100,118,000 was deferred from 2008-09 to 2009-10. Deferred funds will be released in July 2009.

LEAs may utilize all of their program funds to provide services for the program or they may use all or part of their program funds for other educational purposes and/or other categorical programs.
