Allocation Formula	In determining each local educational agency’s (LEA) allocation, the first criterion is to maintain the LEA’s fiscal year 2001-02 entitlements for Title II Eisenhower Professional Development and Title VI Federal Class-Size Reduction Programs. The remaining funds are distributed using the following criteria: (1) 80 percent based on families with incomes below the poverty line; and (2) 20 percent based on census population.
