The K-3 CSR Program provides funds to school districts and charter schools that reduce one or more classes to 20 pupils or fewer per certificated teacher. Reduced funding is also available for classes that exceed 20 pupils, as specified in Education Code (EC) Section 52124.3. Classes must be reduced based on the following grade-level priority: first grade, second grade, then third grade or kindergarten or both.

The following do not qualify for funding: county offices of education (except county-operated charter schools), home schools, distance learning programs, and independent study programs/pupils. In fiscal years 2009-10 through 2013-14 the program is closed to participants that did not apply for 2008-09 funds. |

| Other | Participants must reapply each year. The statutory deadline to submit an application is 90 days after the Budget Act is chaptered. Class sizes are computed based on the average daily enrollment in each class, and with the exception of small school districts (EC Section 52122(h)) and classes claimed for reduced funding (EC Section 52124.3), cannot exceed 20.44 pupils. Staff development training is required. This program is included in the annual independent audit. |
