Funding Description

The federal Workforce Investment Act (WIA), Title II: Adult Education and Family Literacy Act provides supplemental funds for Adult Basic Education (ABE), high school subjects, English as a Second Language (ESL), citizenship, and English Literacy and Civics Education (EL Civics), thereby enabling adults to become employable, productive, and responsible citizens, workers, and family members.

Required Eligibility Criteria Only existing grantees funded in 2011–12 are eligible to submit applications for funding.

Allocation Formula Variable–pay-for-performance basis. Applicants must have earned payment points in 2010–11. Minimum funding is $10,000 for at least 1 earned payment point. Actual funding amount dependent on number in applicant pool, payment points earned, and type of points earned. Total funds available per Program Cost Account is divided by the total payment points earned in 2010–11 for each Program Cost Account.
