Before 2008-09, the funds were restricted to the Gifted and Talented Education (GATE) program, which allocated funds to school districts and county offices of education (local educational agencies). The GATE program supports unique opportunities for high and under-achieving students in public elementary and secondary schools in California who are identified as gifted and talented. Special efforts must be made to include students from economically disadvantaged and varying cultural backgrounds.

LEAs may utilize all of their program funds to provide services for the program or they may use all or part of their program funds for other educational purposes and/or other categorical programs.
Funds are paid through the Principal Apportionment. Principal Apportionment amounts are calculated three times for each fiscal year: The First Principal (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by July 2nd, and the Annual calculation is certified by February 20th of the following year (at the same time as the following year's P-1 certification). |
