Personnel Development for Special Education Local Plan Areas


Funding Description

Funding is provided to Special Education Local Plan Areas (SELPAs) for staff development that meets the highly qualified teacher requirements and ensures that all personnel are appropriately and adequately prepared, based on the requirements of the Individuals with Disabilities Education Act (IDEA) of 2004 and the No Child Left Behind Act of 2001. SELPAs have discretion as to what type of personnel development is funded as described in their local plans.

Eligible Applicants Local educational agencies
Required Eligibility Criteria Only SELPAs with approved local plans are eligible.
Other Eligibility Considerations Local in-service programs must include a parent training component. They may also include a staff training component and a special education teacher component for special education service personnel and paraprofessionals, consistent with state certification and licensing requirements. Use of funds must be described in the local plans and in accordance with Education Code 56241. Funds may be used to provide training in alternative dispute resolution and the local mediation of disputes. All programs must include evaluation components.

Allocation Formula Each SELPA will receive a base amount of $5,000, plus a per-pupil amount using the December 2011 California Special Education Management Information System pupil count. The 2012-13 allocation is based on the number of students, ages six through twenty-one years, identified on an Individualized Education Program.
