Family Empowerment Centers on Disability Grant

The California Department of Education, Special Education Division is pleased to announce the availability of the Request for Applications (RFA) for the Family Empowerment Centers (FECs) on Disability Grant pursuant to Education Code Section 56402(b)(1) to establish new FECs in the regions of the state established under the Early Start Family Resource Centers that do not have an FEC, contingent upon the availability of funds.

Cover letter for the Family Empowerment Centers on Disability Fiscal Year (FY) 2022–23 RFA. This RFA is intended for applicants proposing to establish a new center in a region that does not have an FEC.

Form A: Intent to Submit an Application (PDF) Interested applicants must submit Form A for the FEC Expansion Grant to the California Department of Education, Special Education Division by email at PPL@cde.ca.gov by 5 p.m. on March 3, 2023.
Form B: Application Face Page (PDF)

Applicants shall complete Form B and attach it to the front of the completed application.

Form C: Statement of Assurances Available within the RFA, to be maintained by applicants for their records.
Form D: Project Work Plan (PDF)

Applicants shall complete Form D, which presents the key milestones and tasks for the proposed FEC program for the first two years of the project (November 1, 2022, to June 30, 2023; July 1, 2023, to June 30, 2024).

Form E: Budget and Grant Expenditure Guidance (XLSX) Applicants shall complete Form E to be submitted with the application.

Certifications and Assurances

General Assurances & Certifications (Posted Jun-2022)

Required as a condition of receiving funds. Applicants do not need to sign and return them with the application; they must be downloaded and kept on file for compliance reviews, complaint investigations, or audits. Applicants that participate in the Consolidated Application - ConApp - should have a copy on file and do not need another copy. Program-specific assurances are not included here and should be listed separately on the Request for Application (RFA).
