Apprenticeship

Resources for related and supplementary instruction (RSI) by local educational agencies.

The California Department of Education (CDE) supports Related and Supplementary Instruction (RSI) in 40 local adult education and Regional Occupational Centers and Program (ROCP) agencies for over 200 apprenticeship programs, involving over 26,500 registered apprentices.

Registered apprentices are enrolled in a wide variety of craft and trade programs. There are over 800 apprenticeable occupations in California.

Apprenticeship is a time-proven, on-the-job training and education delivery system. State certified programs in California date to the Shelly-Maloney Apprenticeship Labor Standards Act of 1939. Appropriations to support RSI were initiated in 1970 under the Montoya Act.

Programs in California are developed and conducted by program sponsors including individual employers, employer associations, or a jointly sponsored labor/management association. Local ROCP and adult schools individually contract with program sponsors, providing educational leadership in the provision of RSI.

The Division of Apprentice Standards (Outside Source) administers California apprenticeship law and enforces apprenticeship standards for wages, hours, working conditions, and the specific skills required for state certification as a journeyperson in an apprenticeable occupation. The Division of Apprenticeship Standards certifies programs administered by the California Apprenticeship Council (Outside Source).

The California Apprenticeship Council was established by the Shelley-Maloney Apprentice Labor Standards Act of 1939. The council holds open quarterly meetings to discuss apprenticeship, provides policy advice on apprenticeship matters to the Department of Industrial Relations, issues rules and regulations on specific apprentice subjects to be published in the California Code of Regulations, and conducts appeal hearings.
