Apprenticeship

Resources for related and supplementary instruction (RSI) by local educational agencies.

The California Department of Education (CDE) supports related and supplementary instruction (RSI) in 35 regional occupational centers and programs (ROCP) and adult education programs (local education agencies) with over 200 apprenticeship programs supporting over 40,000 registered apprentices.

Registered apprentices are enrolled in a wide variety of craft and trade programs. There are over 800 approved apprenticeable occupations in California.

Apprenticeship is a time-proven, on-the-job training, and education delivery system. State certified apprenticeship programs in California date to the Shelly-Maloney Apprenticeship Labor Standards Act of 1939. Appropriations to support RSI were initiated in 1970 under the Montoya Act.

Apprenticeship programs in California are developed and conducted by program sponsors including individual employers, employer associations, or a jointly sponsored labor/management association. Local education agencies individually contract with program sponsors providing educational leadership in the provision of RSI.

Funding

Apprenticeship RSI funding is provided to the CDE through California's annual budget act. Funds are appropriated to local education agencies through the principal apportionment system based on the actual number of hours in RSI coursework. Each local education agency is capped on the number of hours of instruction it can claim for reimbursement. The Report on Apprenticeship Related and Supplemental Instruction Programs is a mandated report based on an annual survey conducted by the CDE on local educational agencies supporting apprenticeship related and supplementary instruction hours.
