State funding for Special Education Local Plan Areas (SELPAs) that operate Early Education Programs for individuals with exceptional needs who are younger than three years of age.

Allocation Formula	The entitlement for the infant program equals the sum of all numbers of infant units a SELPA allocates to its local educational agencies (LEAs) or LEAs of another SELPA, multiplied by the base rate of the type of classroom setting the infant unit is served, plus the cost of aide for each type of class. The three classroom settings through which infants are served include: 1) Special Day Class (SDC): Severe/Non-Severe 2) Resource Specialist Program (RSP) 3) Designated Instruction and Service (DIS)

Other	Funds are paid through the Principal Apportionment. Principal Apportionment amounts are calculated three times for each fiscal year: The First Principal Apportionment (P-1) is certified by February 20, the Second Principal Apportionment (P-2) is certified by July 2, and the Annual calculation is certified by February 20 of the following year (at the same time as the following year's P-1 certification).
