Special Education: Extraordinary Cost Pool

Funding Description

As part of the Special Education AB 602 formula, this program reimburses Special Education Local Plan Areas (SELPAs) for extraordinary costs of single placements in nonpublic, nonsectarian schools (NPS) after 1997–98, and special education and related services for pupils residing in licensed children’s institutions (LCI). Single placement costs in excess of the annual threshold amount will be reimbursed, subject to available funds.

Allocation Formula Costs for a single placement in excess of the applicable threshold amount will be eligible for reimbursement. The threshold amount for 2017–18 for SELPAs that are not considered necessary small SELPAs as defined in California Education Code Section 56836.21 is $76,964.93. This is equal to the 2016–17 threshold plus the 2017–18 cost-of-living adjustment (COLA) of 1.56%. The threshold amount for the 2017–18 fiscal year for necessary small SELPAs is the lesser of $76,964.93 or one percent of the SELPA’s subtotal apportionment (sum of the base, COLA, and growth). If the total reimbursable amount exceeds the current year appropriation, all claims will be prorated. Note: In addition to the current year appropriation, any funds not used for Necessary Small SELPAs’ Extraordinary Cost Pool for Mental Health Services are made available for this program, if needed.
