Accountability

Information and resources to help Regional Occupational Centers and Programs (ROCP) maintain compliance with federal and state law.

ROCP are required to report placement and enrollment information to the California Department of Education (CDE) as a condition of Carl D. Perkins funding.

ROCP Course Review Process

CDE reviews the placement and enrollment information on ROCP courses annually. Placement information is reported to CDE on the CDE 101 E1 and CDE 101 E2 Perkins forms. These forms document your efforts to follow up on 12th grade completers and adult completers on their placement status in the calendar year in which they completed the course. The CDE 101 E1 forms are to be submitted annually to CDE on October 15. The CDE 101 E2 forms are to be submitted annually to CDE on May 15.

The second part of the course review process captures data relative to characteristics of individual courses such as industry advisory committees, labor market information, career technical education (CTE) standards and certifications. This information will be reported in the new on-line system.

The Education Code requirement (52302.3) of a local governing body review every two years is still in effect for every ROCP.

California Work Opportunity and Responsibility to Kids

ROCP are eligible to apply annually for California Work Opportunity and Responsibility to Kids (CalWORKs) funding to provide education and training to:

  • Prepare CalWORKs eligible recipients for entry-level employment
  • Assist employed recipients receiving subsidies or supportive services to advance toward higher employment and self-sufficiency
  • Divert CalWORKs eligible recipients into short-term education and training programs leading to employment.

As a condition of this funding, and required by the Budget Act, Chapter 157, Item 6110-156-001, Provision 4(g), Statutes of 2006, ROCP are required to submit the CalWORKs Data Collection Report. ROCP must collect and report data for all CalWORKs students in all ROCP courses, regardless of the number of instructional hours they attend.

Performance Based Accountability

ROCP are also required annually, as required by Chapter 915, Statutes of 1997 for career technical education training programs, to submit the Performance Based Accountability (PBA) Data Collection Report. ROCP must collect data on all ROCP students who are 18 years of age or older and not concurrently enrolled in high school, continuation school, independent study, etc., and are in classes scheduled for a minimum of 10 hours per week, and who have attended a minimum of 20 hours or more in the class, and who have marked "yes" and signed the "Privacy Notice and Student Consent Form."
