School Year (SY) 2025–26 marks the third year of the current five-year School Nutrition Programs (SNP) administrative review (AR) cycle. This message provides a web link to the list of school food authorities (SFA) scheduled for an SNP AR in SY 2025–26 and prereview training (PRT) information.
Please note that the list of SFAs scheduled for an SNP AR is subject to change and the California Department of Education (CDE) will contact SFAs that may be added or removed from the AR schedule for SY 2025–26.
Administrative Review Cycle
On January 13, 2023, the CDE submitted a waiver to the U.S. Department of Agriculture (USDA) for 7 Code of Federal Regulations (CFR), Section 210.18(c), to extend the SNP AR three-year cycle (SY 2023–24 through 2025–26) to a five-year cycle (SY 2023–24 through 2027–28). On March 22, 2023, the CDE received notification from the USDA that our waiver request for 7 CFR, Section 210.18(c), was approved.
The SNP AR cycle is as follows:
Year one: SY 2023–24
Year two: SY 2024–25
Year three: SY 2025–26
Year four: SY 2026–27
Year five: SY 2027–28
The list of SFAs scheduled for an SNP AR in SY 2025–26 can be found on the CDE SNP AR web page on the Review Schedule tab. The number indicated on the left of the SFA’s name is the Child Nutrition Information and Payment System (CNIPS) identification number. The web page also includes background information on the SNP AR; the review schedule; information on the prereview, on-site review, and post-review processes; and resources and training for the SNP AR.
Prereview Training
If your SFA is scheduled for a 2025–26 SNP AR, information about the recommended prereview training (PRT) will be forthcoming. The CDE is providing the PRT in an online format.
Off-site Assessment Tool
The off-site portion of the SNP AR ─ the Off-site Assessment Tool (OAT) ─ will be available in the CNIPS starting July 7, 2025.

Please note that the Education Code Section 49501.5 provides public school districts, county offices of education and charter schools with state meal reimbursement under the California universal meal program (UMP).
