Dear County and District Superintendents and Charter School Administrators:

Changes to the Fall 2023 California Basic Educational Data System

The California Department of Education (CDE) is preparing for the fall 2023 California Basic Educational Data System (CBEDS) data collection. This letter is to inform local educational agencies (LEAs) of the changes to the upcoming 2023–24 CBEDS data collection, as well as provide resources for reporting CBEDS data.

Changes

In order to fulfill state reporting requirements, as specified in California Education Code (EC) Section 41850.1(c), the CDE will be collecting the required non-fiscal home-to-school transportation data via the CBEDS data collection. This data will be collected on the County/District Information Form (CDIF) and will be required of all school districts and county offices of education (COEs) providing pupil transportation services and that receive an apportionment pursuant to EC Section 41850.1.

If your district or COE does not meet the requirements pursuant to EC Section 41850.1, or if you are a charter school, these changes do not apply to you. Please note, however, charter authorizers must report data on behalf of their authorized charter schools that provide transportation services. Therefore, charter schools shall work closely with their authorizer’s CBEDS coordinator to provide the necessary information.

No other changes are being made to the 2023–24 CBEDS data collection.

Resources

CDE staff are working diligently to update key resources in order to provide LEAs with the information and tools they need to prepare for the 2023–24 CBEDS data collection. We plan to post the 2023–24 CBEDS Administrative Manual, forms, and Import File Specifications in July. All CBEDS resources will be made available through the CDE CBEDS web page at https://www.cde.ca.gov/ds/dc/cb/.
