Funding Description

The Federal Public Charter Schools Grant Program (PCSGP) is a discretionary grant program administered by the Charter Schools Division. Grant applications are reviewed by peer evaluators and are awarded to high quality charter schools for dissemination activities of best practices used in their schools. The dissemination sub-grant program is focused on closing the achievement gaps, and ensuring student academic success in state and national academic standards.

Eligibility

Eligible Applicants Local educational agencies, nonprofit organizations
Required Eligibility Criteria The charter school must meet the definition of a high quality charter school as defined by Section 4310(3) of ESEA, as amended by the Every Student Succeeds Act (ESSA). Charter schools converted from a non-charter public school must be in operation as a charter school for at least three (3) consecutive years to be eligible. Charter schools continuously open, and with an open effective date on or before July 1, 2014 are eligible to apply.
Other Eligibility Considerations The charter school must operate according to the federal definition of a charter school ESEA, Section 5210(1), and demonstrate (a) substantial progress in improving student academic achievement; (b) high levels of parent satisfaction; and (c) the management and leadership necessary to overcome initial start-up problems and establish a thriving, financially viable charter school. Please see additional eligibility requirements within the Request for Applications. Charter Management Organizations cannot receive PCSGP Dissemination funds.

Legal Authority The Charter Schools Program is authorized under Title V, Part B, Subpart 1 of the ESEA (20 U.S.C. 7221-7221j); and the Consolidated Appropriations Act, 2016, Pub. L. 114-113 (FY 2016 Appropriations Act).

Allocation Formula The CDE intends is to fund ten (10) sub-grant awards of approximately $200,000 each. However, to maximize flexibility in the design of dissemination sub-grant projects, the CDE has not established minimum or maximum funding levels for dissemination sub-grants. The CDE will evaluate projects on a case-by-case basis. However, the CDE reserves the right to request budgetary revisions as a condition of funding.
