Quality Counts California Block Grant FY 2020-21


Funding Description

As part of the fiscal year (FY) 2020-21 Quality Counts California (QCC) Local Consortia and Partnerships Grant, this program allocates $12,800,000 for QCC consortium and the tribal region to support local early learning and care programs serving children birth to five and to increase the number of low-income children in high-quality early learning and care settings.

Eligible Applicants Local educational agencies, other organizations or agencies
Required Eligibility Criteria Applicants must be a part of a local quality improvement system (QIS)/quality rating and improvement system (QRIS) consortia; Partnerships and Signatures of Consortium Participants are required; consortia must implement a QIS/QRIS incorporating the Quality Continuum Framework.

Allocation Formula Determined using an operational base and the following: (1) July 2018 CDSS Community Care Licensing (CCLD) data, (2) number of subsidized family, friend, and neighbor caregivers, and (3) number of children ages 0 to 5 years eligible for subsidized care. The tribal allocation is based on the percentage of children represented in tribes within California.
