Early Literacy Support Block Grant: Expert Lead in Literacy

Funding Description

The California Department of Education (CDE) and the California Collaborative for Educational Excellence invite county offices of education (COEs) to apply for a grant to serve as the Expert Lead in Literacy to assist local educational agencies (LEAs) eligible for funding authorized by the Early Literacy Support Block (ELSB) Grant established pursuant to Senate Bill (SB) 98, Sections 113 and 114 Statutes of 2020. This grant will be for $3 million and is available for expenditures over three years (through fiscal year 2022-23).

Required Eligibility Criteria The applicant must be a COE with demonstrated abilities and expertise developing, implementing, and supporting other LEAs and their schools with literacy instruction and support programs, particularly focused on literacy in early grades. The applicant shall also demonstrate expertise in the four categories of programs and services specified in SB 98, Section 113(e). The selected COE will serve as the Expert Lead, consistent with Education Code Section 52073.1. A COE may partner as a consortium with other LEAs, institutions of higher education, or nonprofit educational services providers to submit a proposal to serve as the Expert Lead. If a consortium submits an application, the lead applicant must be the COE.
