The program funds local planning councils (LPCs) and resource and referral (R&R) agencies to support the mixed delivery system of Universal PreKindergarten (UPK). The grant focus is to support the relationship building between the local education agencies (LEAs), county office of education (COE), the LPC, and the R&R.
