Education for Homeless Children and Youth Program

Funding Description

The purpose of this program is to facilitate the enrollment, attendance, and success in school of homeless children and youth; and ensure homeless children and youth have equal access to the same free, appropriate, public education as provided to all other students. Services provided cannot replace the regular academic program and must be designed to expand or improve services that are part of the school's regular academic program.

Eligible Applicants Local educational agencies
Required Eligibility Criteria For the purpose of this grant, local educational agencies (LEAs) are school districts and direct-funded charter schools who have enrolled 50 or more homeless students during the 2018-19 school year. County offices of education can not apply for this RFA.
Other Eligibility Considerations If an LEA did not enroll 50 homeless students in 2018-19, a consortium of LEAs can apply.

Allocation Formula The maximum amount of funding will be based on the number of enrolled homeless children and youth as reported on the 2018-19 Cumulative DataQuest reports. Max funding amounts: 50-99 / $15,000; 100-249 / $25,000; 250-499 / $50,000; 500-1,499 / $75,000; 1,500-2,499 / $100,000; 2,500-3,999 / $125,000; 4,000-4,999 / $175,000; Over 5,000 / $250,000

Other The project period will be from July 1, 2021, to June 30, 2024. Here are some of the requirements under the Elementary and Secondary Education Act: (1) Designate a liaison for homeless children and youth. (2) Identify and enroll immediately, even if the homeless child does not have the proper enrollment papers or immunization records. (3) Ensure access to all educational and support services, including transportation. (4) Disseminate educational rights. (5) Keep homeless children in the same school of origin.
