Item 1–Common Core State Standards and Assessment Update: Report and discussion on Common Core State Standards and assessment update for students with disabilities presented by Kristen Brown, Education Programs Consultant, Policy and Program Services Unit, Special Education Division, California Department of Education (CDE); and Diane Hernandez, Director, Assessment Development and Administration Division, CDE.

Item 2–Title 5 Proposed Regulations: Report on proposed Title 5 regulations, presented by Meredith Cathcart, Education Administrator I, and Allison Smith, Special Education Consultant, Special Education Division, CDE. Proposed Title 5 regulations are available for viewing on the State Board of Education Web page as of October 25, 2013.

Item 3–ACSE Strategic Plan Update: The ACSE has drafted a strategic action plan for the 2013–2014 fiscal year. The content in this plan will represent the central work of the ACSE, and the ACSE will organize and carry out this work via three content committees. Initially, these committees will meet to develop key outcomes, strategies, timelines, and ways of allocating work expectations. The ACSE will also determine how to implement its additional ongoing responsibilities in relationship to this plan and work structure.

October ACSE strategic plan activities will continue in the following areas:

  • Review, revise, and refine the draft action planning document.
  • Reconfirm the following ACSE content areas: (1) Common Core Standards; (2) Quality Services; and (3) Transition.
  • Content committees will refine action steps, timelines, responsible parties, and ways of assessing progress beyond meeting-to-meeting updates.
  • Develop a process to “report out” to the full Commission.
  • Determine structure for additional responsibilities such as policy and legislation work.

Item 10–2013 Annual Performance Report (APR): Discussion and Executive Summary report on the 2013 Annual Performance Report (APR) developed by the Special Education Division, CDE, designed to disseminate educational data and improve the quality of education for all students, with an emphasis on students with disabilities. APR presented by Shiyloh Duncan-Becerril, Education and Research Consultant, Special Education Division, CDE.
