Dear Select Private School Directors:

Fiscal Year 2020–21 Student National Origin Report Submission

This letter contains information regarding the online submission of the Student National Origin Report (SNOR) for fiscal year (FY) 2020–21.

Purpose of the Student National Origin Report

The California Department of Education (CDE) uses the SNOR to collect the annual count of eligible immigrant students as required by Title III of the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act. Based on the total number of eligible immigrant students enrolled in public and private schools in California, the CDE receives a formula grant from the U.S. Department of Education (ED). The CDE allocates formula subgrants to local educational agencies (LEAs) that experience a significant growth in eligible immigrant student populations and meet a minimum of 21 immigrant students. Private schools, within the geographic jurisdiction of a participating LEA, are eligible to receive products and services for immigrant students from the LEA.

The SNOR report for nonprofit private schools is optional to complete. However, nonprofit private schools are encouraged to participate regardless of whether they receive Title III products and services since the ED uses this data to allocate Title III funds to states. In addition, the identification of eligible immigrant students through the SNOR may have an effect on the growth and eligibility requirements at the LEA level. LEAs will only be reimbursed in the next funding year for those immigrant students that are reported on the FY 2020−21 SNOR.

Eligible Immigrant Students

The ESEA, sections 3201(1) and (5) defines immigrant children and youth as individuals who:

  • are aged three through twenty-one;
  • were not born in the United States (including any U.S. Territory/Commonwealth such as Puerto Rico); and
  • have not been attending one or more schools in any one or more states for more than three full (cumulative) academic years.

Immigrant Count Dates

For FY 2020–21, private schools should report the number of eligible immigrant students that were enrolled as of October 2, 2020.

Private School Student National Origin Report Submission

To submit FY 2020–21 SNOR data, access the CDE SNOR Online Reporting web page at https://www.cde.ca.gov/sp/el/t3/snoronline08.asp during the data-reporting window of January 15–February 28, 2021. The password below is required to access the online report. The personal identification number (PIN), also required to access the online report, will be emailed to you on the same day as this letter via secure email.
