Goals of the Instructional Quality Commission and Each of Its Committees

Executive Committee:
  1. Ensure every member of the Commission follows the Bagley-Keane Open Meeting Act.
  2. Provide support for the development and implementation of curriculum frameworks in mathematics, English language arts/English language development, science, and history–social science; and support the implementation of the Common Core State Standards (CCSS) and Next Generation Science Standards for California Public Schools, Kindergarten Through Grade Twelve (CA-NGSS).
  3. Provide support for the planning and implementation of the 2015 English Language Arts/English Language Development (ELA/ELD) Primary Adoption of Instructional Materials.
  4. Ensure that the Commission’s organization reflects the advisory needs of the State Board of Education (SBE).

Education Technology Committee:
  1. Remain informed on issues that affect education technology as it relates to enhancing student achievement.
  2. Support the implementation of the CCSS, CA-NGSS, and Smarter Balanced Assessment Consortium through effective use of education technology.

English Language Art/English Language Development Subject Matter Committee:
  1. Provide guidance and support for the 2014 ELAELD Framework, including the final edits and revisions, and publication.
  2. Recommend to the SBE the final draft of the 2014 ELA/ELD Framework.
  3. Provide guidance and support for the implementation of a rollout plan for the 2014 ELA/ELD Framework.
  4. Support the continuing implementation of the CA CCSS for ELA/Literacy and the CA ELD standards.
  5. Initiate work on the 2015 ELA/ELD Instructional Materials Primary Adoption, including.
    1. Recommend Instructional Materials Reviewers and Content Review Experts to the SBE.
    2. Approve reviewer training materials.
    3. Facilitate two sessions of reviewer training.

Health Subject Matter Committee:
  1. Remain informed on issues that affect curriculum, assessment, professional learning, and instructional materials in health education.
  2. Support the implementation of the CCSS for English Language Arts, CA-NGSS, and Education and the Environment Initiative (EEI).

History–Social Science Subject Matter Committee:
  1. Work on the History–Social Science Framework, using as a starting point the draft approved in July 2009 by the Curriculum Development and Supplemental Materials Commission. Update the draft document as needed to reflect events and statutory changes since that date, and approve it for the first 60-day field review as required by the California Code of Regulations.
  2. Remain informed on issues that affect curriculum, assessment, professional learning, and instructional materials in history–social science.

Mathematics Subject Matter Committee:
  1. Remain informed on issues that affect curriculum, assessment, professional learning, and instructional materials in mathematics.
  2. Support and remain informed on the rollout of the Mathematics Framework.
  3. Provide assistance during the editing process for the Mathematics Framework, as needed.
  4. Become informed as to the implications of the status of high school students who do not take three years of mathematics and their performance on the eleventh grade [Smarter Balanced mathematics] test.

Physical Education Subject Matter Committee:

  1. Remain informed on issues that affect curriculum, assessment, and professional learning for physical education.
Science Subject Matter Committee:
  1. Support the revision of the 2016 Science Framework for California Public Schools: Kindergarten Through Grade Twelve (Science Framework).
  2. Remain informed on issues that affect curriculum, assessment, professional learning, and instructional materials in science education, include the CA-NGSS, the CCSS strand for Literacy in History/Social Studies, Science and Technical Subjects, and the EEI.
  3. Attend Science Curriculum Framework and Evaluation Criteria Committee meetings.

Visual and Performing Arts Subject Matter Committee:
  1. Remain informed and provide recommendations on issues that affect curriculum, assessment, professional learning, and instructional materials in the visual and performing arts and other content areas, as appropriate.
  2. Remain informed and provide recommendations on national arts standards.

World Language Subject Matter Committee:
  1. Remain informed on issues that affect curriculum, assessment, professional learning, and instructional materials in world language and dual language/two-way immersion programs.
  2. Provide support for the awareness and implementation for the California State Biliteracy and pathways to biliteracy.

Ad Hoc Committee on Assessment and Accountability:
  1. Remained informed and provide feedback on the implementation of the new standards-based assessments and statewide assessment system.
  2. When requested, advise the SBE on assessment and accountability policy.
  3. Ensure that the new assessments are reflected in curriculum and instructional materials.

Ad Hoc Committee on the Implementation of the California Common Core State Standards:
  1. Remain informed and provide advice to the SBE on issues and implementation efforts that affect curriculum, assessment, professional learning, and instructional materials related to the CCSS.
  2. Become informed and provide feedback on issues on curriculum, assessment, including Smarter Balanced Assessment Consortium, instruction, and accountability.
  3. Become informed and provide feedback on professional learning, including the CCSS stand for Literacy in History/Social Studies, Science and Technology, and Response to Instruction and Intervention (Rti2).
  4. Become informed and provide feedback on instructional materials, including supplemental materials for CCSS to prepare students for college and career readiness.
