Fall 1 Deadline Reminder

LEAs are reminded that the Fall 1 Certification Deadline is December 18, 2020. As communicated in the August 2020 Back-to-School Letter, and more recently in the CALPADS Information Meeting, to keep on track to certify by the deadline, it is suggested that LEAs work to approve their Fall 1 submission by November 20, 2020 in order to provide Special Education Local Plan Areas (SELPAs) time to review and approve the special education reports by the Certification Deadline. As stated in Flash 192, the CDE will use the Fall 1 data that LEAs approve by the December 18, 2020 Certification Deadline for the First Principal Apportionment (P–1) calculations.

The CDE recognizes that, following the Certification Deadline, in order to include additional students for the Unduplicated Pupil Count used to determine supplemental and concentration grant funding, a number of LEAs will likely decertify and then recertify by the January 29, 2021 Amendment Window deadline, in order to capture students enrolled on Census Day and who were subsequently identified as:

  • English Learners by December 31, 2020;
  • Eligible for free or reduced-price meals (FRPM) because they submitted an FRPM application or Alternative Household Income form by December 31, 2020; or
  • Directly certified in the December or January CALPADS direct certification match.

The CDE will use the data that LEAs certify or re-certify by the close of the Amendment Window, January 29, 2021, for Second Principal Apportionment (P–2) calculations.

Additional Guidance Regarding 2020–21 Requirements for Collecting Free and Reduced-Price Meal Eligibility Data for Purposes of the Local Control Funding Formula

The CDE has released a letter to county and district superintendents and charter school administrators (with copies to Chief Business Officials, Food Service Directors, and CALPADS Administrators) that provides comprehensive guidance regarding 2020–21 requirements for collecting free and reduced-price meal (FRPM) eligibility data for purposes of determining supplemental and concentration grants under the Local Control Funding Formula. The letter, available on the CDE website at https://www.cde.ca.gov/fg/aa/pa/frpmreq20ltr.asp, contains a link to an attachment that provides specific guidance for schools operating under the summer meal programs waiver, community eligibility provision, or provision 2/3. A link to this letter is also posted on the CALPADS web page via the Communications link (under the “Letters to Superintendents” heading) at https://www.cde.ca.gov/calpads.

Functionality for the Submission of Student Testing Settings in CALPADS Will Not be Implemented in 2021–22

In light of the various challenges created by the novel coronavirus pandemic (COVID-19), as well as the priority placed on enhancing the ability of CALPADS to handle significantly increased data loads, the CDE has decided to delay the implementation of the Student Test Settings (STSE) file in which LEAs would submit all student test settings (accommodations and designated supports) to CALPADS instead of directly to the assessment vendor. Therefore, in 2021–22 LEAs will continue with the current process of submitting student testing settings to the Test Operations Management System (TOMS).
