County Oversight: Williams Case Settlement (Flexible Funds)
Funding Description
Funding for this program is unrestricted pursuant to SBX3 4 (Chapter 12, Statutes of 2009), enacted February 2009. For additional information, please refer to the Action on 2008 and 2009 Budget Acts Web page.Before 2008-09, funds were restricted for county office of education (COE) oversight purposes as part of the 2004 Williams Case Settlement; each COE must review, monitor, and report on the state of schools ranked in deciles 1 to 3, inclusive, of the 2006 base API. The review includes: teacher training, certification, misassignment, and vacancies; hiring and retention practices of school districts; sufficiency of instructional materials; conditions of facilities that pose an emergency or urgent threat to the health or safety of pupils or staff; and determination of the accuracy of data reported on the school accountability report card with respect to adequate textbooks, instructional materials, and school facilities.

However, ABX4 2 Section 15, enacted in July 2009 imposed additional restrictions related to this program by requiring county offices of education to fulfill all of the requirements of EC Section 1240 and 44258.9. |
