Information for select state and federal categorical programs.

The Categorical Allocations & Audit Resolution (CAAR) Office administers payments to local educational agencies (LEAs) and other organizations for a large number of state and federal programs. Programs are organized below according the funding source (state or federal) or COVID-19 stimulus (combination of state and federal fund sources). Each program’s web page includes a funding results page, additional program information, and other useful links. Below is a list of ongoing state programs with funds appropriated to eligible recipients. Select the program’s link for information on the funding amounts, eligibility criteria, and reporting requirements, if applicable.

  • Classified School Employee Summer Assistance Program
    State funds provided to participating local educational agencies to match amounts withheld from participating classified school employees’ monthly pay checks to be paid out during the summer recess period. (SACS Resource Code: 7415)
  • Mandate Block Grant
    These funds are to support mandated activities pursuant to Government Code Section 17581.6 and is in-lieu of receiving a mandate reimbursement claim. (SACS Resource Code: 0000)
  • Reversing Opioid Overdose
    These funds are to be allocated to county offices of education for the purpose of purchasing and maintaining a sufficient stock of emergency opioid antagonists for local educational agencies within its jurisdiction. (SACS Resource Code: 6620)
  • Specialized Secondary
    These funds may be used for any educational purpose. Formerly, they were restricted to the establishment of new, advanced, specialized programs in California high schools and continuation of specialized programs established in conjunction with the California State University (CSU) system prior to 1991-92.   • State Special Schools
    Fiscal information pertaining to State Special Schools adjustments and apportionments.
  • Student Friendly Services and Online Educational Resources
    Funding in support of providing access to higher education in California in the form of online tools designed to improve outreach and admission services to prospective students, families, counselors, teachers, and administrators. (SACS Resource Codes: 7410, 7411)
  • Unemployment Insurance Management System
    Funding is provided to county offices of education to cover the costs of administering the Unemployment Insurance Management System for each school employer participating in the School Employees Fund. (SACS Resource Code: 0000)

  • Literacy Coaches and Reading Specialists Grant Program, Fiscal Year 2023–24
    Funding for county offices of education, school districts, and charter schools to develop school literacy programs, employ and train literacy coaches and reading and literacy specialists, and develop and implement interventions for pupils in need of targeted literacy support.   • Special Legislative Programs, Fiscal Year 2023–24
    One-time funding added to the Budget Act of 2023 by Control Section 19.568 of Section 264 of Assembly Bill 102 (Chapter 38, Statutes of 2023) as amended by Control Section 19.568 of Section 97 of Senate Bill 104 (Chapter 189, Statutes of 2023) to support various initiatives through expanding or initiating new youth programs.

  • A–G Completion Improvement Grant Program
    Provides additional supports to local educational agencies (LEAs) to help increase the number of California high school pupils, particularly unduplicated pupils, who graduate from high school with A–G eligibility requirements completed for admission to the California State University and the University of California.   • Educator Effectiveness
    A program providing funds to county offices of education, school districts, charter schools, and state special schools to provide professional development and to promote educator quality and effectiveness. (SACS Resource Code: 6266)
  • Ethnic Studies
    Funding provided to LEAs to support curriculum and instructional resources, professional development, or other activities that support the creation or expansion of ethnic studies course offerings. (SACS Resource Code: 7810)
  • Financial Distress Funding - One Time
    Funding is allocated to the Inglewood Unified School District and the Oakland Unified School District to cover a percentage of the projected budget deficit, after certain conditions have been met to improve the districts' fiscal solvency. (SACS Resource Code: 0000)

  • Comprehensive Support and Improvement (CSI)
    A federal program providing CSI funds to LEAs to develop and implement school plans to improve student outcomes. (SACS Resource Code: 3182)
  • Title I - Parts A and D
    A federal program to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments. (SACS Resource Codes: 3010, 3025)
  • Title II, Part A - Supporting Effective Instruction
    A federal program that increases student academic achievement through strategies such as improving teacher and principal quality and increasing the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools.   • Title III - Language Instruction for English Learners (EL) and Language Instruction for Immigrant Students
    A federal program to provide supplementary programs and services to assist EL and immigrant students in achieving grade-level and graduation standards, as well as assisting EL students with acquiring English. (SACS Resource Codes: 4203, 4201)
  • Title IV, Part A, Student Support and Academic Enrichment
    A federal program to increase capacity to provide all students with access to a well-rounded education, improve conditions for student learning, and improve use of technology to improve the academic achievement and digital literacy of all students. (SACS Resource Code: 4127)
  • Title V, Part B, Subpart 2 - Rural and Low-Income Schools
    A federal program for rural education agencies with 20 percent or more of the pupils from families below the poverty line. This program was formerly Title VI, Part B, Subpart 2, under the No Child Left Behind Act. (SACS Resource Codes: 4126, 5810)

  • Assistance for Homeless Children and Youth Program (AHCY)
    The purpose of the Assistance for Homeless Children and Youth program is to support the provision of immediate services or assistance to local educational agencies (LEAs) impacted by the California wildfires in 2017. (SACS Resource Code: 5810)
  • Immediate Aid to Restart School Operations Program (Restart)
    The purpose of the Immediate Aid to Restart School Operations Program (Restart) is to assist local educational agencies (LEAs) and non-public schools with expenses related to the restart of elementary and secondary schools in areas where a major disaster or emergency was declared related to the consequences of Hurricanes Harvey, Irma and/or Maria or the California Wildfires in 2017.   • Project School Emergency Response to Violence (Project SERV)
    Federal funding used to provide education related services in which the learning environment was disrupted due to a traumatic crisis or violent event that impacted teaching and learning. (SACS Resource Code: 5653)
  • Temporary Emergency Impact Aid for Displaced Students Program (Emergency Impact Aid)
    The Emergency Impact Aid program provides funding to local educational agencies that provided instructional opportunities for displaced students who enrolled in their schools as a result of the October and December 2017 wildfires in northern California, and for expenses the LEAs incurred in serving those displaced students.   • County Safe Schools for All
    State funding to each County Office of Education (COE) in support of the Safe Schools for All program for the purpose of strengthening local efforts for the reopening and operation of schools providing in-person instruction as established in Sec 7 of Assembly Bill (AB) 86 (Ch 10, Statutes of 2021).   • COVID-19 LEA Response Funds (Senate Bill 117)
    State funding provided to local educational agencies to be used for costs associated with maintaining nutrition services, cleaning and disinfecting facilities, personal protective equipment, and materials necessary to provide opportunities for distance learning. (SACS Resource Code: 7388)
  • COVID-19 Mitigation for Counties
    State funding in support of the COVID Mitigation for County Offices of Education for the purpose of supporting in-person instruction as established in Sec 153 of AB 130 (Ch 44, Statutes of 2021). (SACS Resource Code: 7430)
  • COVID-19 Supplemental Funding for Regional Occupational Centers and Programs
    State funding is provided to career technical education regional occupational centers or programs operated by a joint powers authority for purpose of providing in-person instruction as specified in Section 139 of Assembly Bill 130 (Chapter 44, 2021). (SACS Resource Code: 7431)
  • ESSER I (CARES Act, Section 18003)
    Federal funding provided to LEAs to address the impact that Novel Coronavirus Disease 2019 (COVID-19) has had, and continues to have, on elementary and secondary schools. (SACS Resource Code: 3210)
  • ESSER II (CRSSA Act, Section 313(b))
    Federal funding to LEAs through Section 313(b) of the Elementary and Secondary School Emergency Relief (ESSER II) Fund, to address the impact of COVID-19 on elementary and secondary schools. (SACS Resource Code: 3212)
  • ESSER III (ARP Act, Section 2001)
    Federal funding to LEAs through Section 2001 of the Elementary and Secondary School Emergency Relief (ESSER III) Fund, to address the impact of COVID-19 on elementary and secondary schools. (SACS Resource Codes: 3213, 3214)
  • Expanded Learning Opportunities Grants (ARP Act. Section 2001 and CRRSA Act, Sections 313 (b))

  • Expanded Learning Opportunities Grants (Assembly Bill 86)

  • Homeless Children and Youth II (ARP Act Section 2001(b))
    Federal funding to help local educational agencies identify homeless children and youth, provide wraparound services that address the multiple effects of the COVID-19 pandemic on homeless children and youth, and ensure that homeless children and youth are able to attend school and participate fully in school activities.   • In-Person Instruction and Expanded Learning Opportunities Grants (State Funding)
    State funding provided to local educational agencies and state special schools to assist with offering in-person instruction, and to expand in-person instruction time, provide academic interventions and accelerate progress to close learning gaps. (SACS Resource Codes: 7422, 7426)
  • Learning Loss Mitigation Funding (CARES Act)
    Federal and state funding provided to LEAs for activities that directly support pupil academic achievement and mitigate learning loss related to COVID-19 school closures. Fund sources include Coronavirus Aid, Relief, and Economic Security (CARES) Act: Governor's Emergency Education Relief (GEER), Section 18002; CARES Act: Coronavirus Relief Fund, Section 5001; and General Fund.   • Classified School Employee Professional Development Block Grant
    One-time funds to be used for any purpose described in Education Code Section 45391, with first priority being for professional development for the implementation of school safety plans, as set forth in Education Code Section 32280. (SACS Resource Code: 7311)
  • College Readiness Block Grant
    Funding to provide California high school pupils, particularly unduplicated pupils, additional supports to increase the number who enroll at institutions of higher education and complete an undergraduate degree within four years. (SACS Resource Code: 7338)
  • Low-Performing Students Block Grant
    The Low-Performing Students Block Grant (LPSBG) provides funds for local educational agencies serving students identified as low-performing on state English language arts or mathematics assessments, who are not otherwise identified for supplemental grant funding under the Local Control Formula, or eligible for special education services.   • Mandate - One-Time Funds for Outstanding Mandate Claims
    One-Time Funds for Outstanding Mandate Claims and Common Core State Standards, English Language Development Standards and Next Generation Science Standards. (SACS Resource Code: 0000)
  • Mental Health and Wellness Resources
    Funding is awarded to the Kern County Office of Education to contract with the Child Mind Institute for purposes of developing mental health and wellness resources. (SACS Resource Code: 7810)
  • Online K-12 Curriculum Resources for History-Social Science
    Funding for the San Francisco Unified School District to contract with the California Historical Society, in partnership with the California History-Social Science Project, to create a free online K-12 curriculum for History-Social Science. (SACS Resource Code: 7810)
  • Proposition 39 - California Clean Energy Jobs Act
    A state program providing funding to local educational agencies for improving energy efficiency and creating clean energy jobs. (SACS Resource code: 6230)
  • School Facility Projects - One-Time Funding
    One-time funding provided in the annual Budget Package to support specified facility projects. (SACS Resource Code: 7810)
  • Southern California Regional Occupational Center
    Funding is provided to the Southern California Regional Occupational Center to assist in the transition to a fully fee-supported funding model as the local control funding formula reaches full implementation. (SACS Resource Code: 0000)
  • Standardized Account Code Structure (SACS) System Replacement Project
    Funding is awarded to the Kern County Superintendent of Schools, the county office of education selected to partner with the California Department of Education, in support of replacing the Standardized Account Code Structure (SACS) system. (SACS Resource Code: 7810)

    The Every Student Succeeds Act (ESSA) is a federal law passed in 2015 that reauthorized the Elementary and Secondary Education Act of 1965 (ESEA) and replaced the No Child Left Behind Act (NCLB). The ESSA governs K–12 public education policy and holds schools accountable for providing high-quality education to all students.
