Integrated Monitoring

An overview of California's Special Education monitoring process.

Integrated Monitoring brings together California’s systems for oversight, support, and continuous improvement in special education. This section provides an overview of the Compliance and Improvement Monitoring (CIM) process, the California Special Education Technical Assistance Network (CalTAN), and related tools designed to help local educational agencies (LEAs) strengthen outcomes for students with disabilities. Through a coordinated approach that combines data analysis, targeted technical assistance, and professional learning, Integrated Monitoring supports LEAs in identifying needs, addressing areas of concern, and implementing sustainable improvements aligned with state and federal requirements.

Compliance and Improvement Monitoring Process

The Special Education monitoring framework uses a tiered system that differentiates the level of monitoring and technical assistance supports for each LEA based on data analyses and to determine the LEA’s need for support and intervention. At the core of the monitoring framework is the CIM process. LEAs in Targeted or Intensive Monitoring Levels for performance are required to participate in and complete the CIM process as part of their ongoing, annual monitoring activity. The CIM process is a series of steps and activities which identify LEAs that need assistance with correction, improvement, and the development of an integrated action plan to address the identified problems of practice. CIM is designed to ensure that LEAs, with differentiated levels of involvement and review, examine a wide-range of both compliance and performance data and identify the root causes of areas of concern so that an effective improvement action plan can be developed and implemented.

The CIM is a multi-year process which recognizes that meaningful improvement likely does not occur in a short period of time and requires sustained focus on the areas in need of improvement to effect positive outcomes for students with disabilities.

FMTA Consultant Assignments by Region

The Focused Monitoring and Technical Assistance (FMTA) Consultants are assigned geographically and by quality assurance activity to align with the eleven California County Superintendents Educational Services Association (CCSESA) regions. The FMTA Units are responsible for coordinating all monitoring and technical assistance activities for the LEAs and special education local plan areas (SELPAs) in their assigned counties, providing information, and facilitating access to technical assistance related to program monitoring and program implementation.

Disproportionality

Disproportionality occurs when a specific racial or ethnic group is overrepresented in one or more areas, including identification of a disability, identification within a specific disability category, disciplinary actions, or placement in more restrictive environments.

Significant Disproportionality is identified when a local educational agency (LEA) demonstrates disproportionality for three consecutive years in the same indicator and category. Determinations are based on risk ratios comparing outcomes across racial and ethnic groups.

If an LEA is identified as significantly disproportionate, the data show disproportionate identification of a specific race and/or ethnicity in one or more of the following areas:

  • Disciplinary action (suspension and expulsion)
  • Placement in more restrictive environments
  • Indicator 9: Special education in general
  • Indicator 10: Special education within a specific disability category

Under the federal Individuals with Disabilities Education Act (IDEA), LEAs identified with significant disproportionality are required to reserve 15 percent of their IDEA Part B (Sections 611 and 619) funds to provide Comprehensive Coordinated Early Intervening Services (CCEIS) for children age 3 through grade 12, particularly, but not exclusively, children in the identified group who need additional academic and behavioral supports. LEAs must also review and, if appropriate, revise their policies, practices, and procedures related to identification, placement, and discipline. In California, these required activities are carried out through the Compliance and Improvement Monitoring (CIM) process.
