Supplemental Educational Services (SES)

Funding Description

Supplemental Educational Services (SES) are academic tutoring services focused on English-language arts, mathematics and/or science (added with this application to establish Cohort 2009), and provided by entities approved by the State Board of Education (SBE) to tutor students beyond the regular school day. The SES provider must have a two-year demonstrated record of effectiveness in increasing student academic proficiency through tutoring services provided beyond the school day and in the subject(s) identified in the application. The SBE-approved provider works with designated local educational agencies (LEAs) to provide tutoring services for eligible students (from Program Improvement schools and low-income families) in mathematics, science, and English-language arts. Parents select the SES provider. SES shall be research-based, consistent with the state content standards and state-approved instructional materials adopted by the LEA, and assessed with valid and reliable assessments.

Eligibility

Eligible Applicants Individuals, institutions of higher education, local educational agencies, nonprofit organizations, other organizations or agencies
Required Eligibility Criteria Prospective applicants must have a “demonstrated record of effectiveness in increasing the academic proficiency of students” as defined in Section 13075.1 (d) of the California Code of Regulations, Title 5 (5 CCR) for the supplemental educational services (SES) program. In addition, the applicants must meet the quality requirements specified in Section 13075.2 of the 5CCR, located on the SES Web page at http://www.cde.ca.gov/ta/ac/ti/supplemental.asp. Note: this re-release of the RFA is to establish a list of providers to submit to the State Board of Education (SBE) for approval to commence services in 2009-2010.

Allocation Formula SES providers will receive a per pupil amount based on an agreement established between the state-approved SES provider and the eligible LEA. The per-pupil amount is dependent on the final allocation to the LEA, the contract established between LEA and SES provider, and the successful completion of services requested by parents of eligible students from eligible schools.
