Funding Description

Foster Youth Services Coordinating (FYSC) Programs coordinate and ensure that local educational agencies within its jurisdiction are providing services to foster youth pupils pursuant to a foster youth services coordinating plan with the purpose of ensuring positive educational outcomes.

Required Eligibility Criteria As specified in Assembly Bill (AB) 854, all county offices of education or consortium of county offices of education (COE) are eligible for this funding. This includes COEs or consortium of COEs that operate an education-based FYSC Program to provide educational and support services on behalf of eligible foster youth residing in or attending school in a county. Eligible counties must submit a FYSC Plan in order to be eligible for an allocation of funding for fiscal year 2015-16.

Allocation Formula The Department of Finance (DOF) set a minimum funding level of $150,000 for each FYSC Program. Two counties were funded at $75,000 as no foster youth were reported in those counties. The DOF also set a level of funding for 201516 at or above 201415 levels, defined as "Hold Harmless." This means that in 201516, no county will get less than their 201415 award or $150,000 whichever is greater. The DOF allocated 50 percent of the adjusted FYSC funding of $24,110,050 to all 58 counties based on the percentage of foster youth in each county and 50 percent based on the percentage of districts in each county. For counties that did not reach the minimum funding level of $150,000, the DOF allocated additional funding to bring these counties up to the minimum funding level. Further, for counties that did not reach Hold Harmless levels when applying the formula in 201516, the DOF allocated additional funding to bring the allocation in those counties up to Hold Harmless funding levels.
