  1. Full Instructional Quality Commission (Commission or IQC)

    1. Call to Order
      IQC Chair Iniguez called the meeting to order at approximately 10 a.m.

    2. Salute to the Flag
      Executive Director Coats led the salute to the flag.

    3. Overview of Agenda
      IQC Chair Iniguez reviewed the agenda and public comment guidelines.

    4. Approval of Minutes for the May 13, 2020, Commission Meeting (Action)
      ACTION: Commissioner Muñoz moved to approve the May 13, 2020, Commission meeting minutes. Commissioner Williamson seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous roll call vote of the members present (13–0). Commissioners Gotanda and Renteria were not present for the vote. Commissioner Tonkovich was not present at the meeting.

    5. Report of the Chair
      IQC Chair Iniguez gave a report.

    6. Executive Director’s Report
      Executive Director Coats gave a report.

    7. Report for the State Board of Education (SBE)
      SBE liaisons Patricia Rucker and Ilene Straus reported on the activities of SBE.
  2. History Social–Science Subject Matter Committee (HSS SMC)
    1. 2020 Ethnic Studies Model Curriculum

      1. California Department of Education (CDE) Update (Information)
        Staff gave an update to the Commission on the Ethnic Studies Model Curriculum process. The Commission listened to comments by State Superintendent of Public Instruction Tony Thurmond, as well as former Assemblymember Luis Alejo, Dr. Shawn Ginwright, Dolores Huerta, Karen Korematsu, Assemblymember James Ramos, and a student from the Superintendent’s Youth Advisory Council. The Commission also heard a presentation from the Region 15 Comprehensive Center.

      2. Review CDE Recommendations to the Draft Ethnic Studies Model Curriculum (Information)
        Staff gave an overview of the changes made to the draft Ethnic Studies Model Curriculum.

      3. Public Comment on the draft Ethnic Studies Model Curriculum
        HSS SMC Chair Manuel Rustin invited public comment on the draft Ethnic Studies Model Curriculum. Approximately 129 members of the public spoke to the Commission.

      4. Recommend to the Full Commission Approval of the Draft Ethnic Studies Model Curriculum (Action)
        Staff and the Commission reviewed the draft Ethnic Studies Model Curriculum by attachment. SMC Chair Rustin facilitated this discussion. The Commission made suggested edits.

        ACTION 1: Commissioner Williamson moved to recommend to the full Commission that the revised draft Ethnic Studies Model Curriculum be posted for a 30-day public review and comment period with the changes agreed upon. Commissioner Muñoz seconded the motion. There was no additional discussion. A roll call vote was taken. The motion was approved by a unanimous vote of the SMC members present (7–0).

        ACTION 2: Commissioner Phanthai moved to ask the full Commission to delegate to the IQC Chair and the HSS SMC Chair the review and approval of the agreed-upon changes to the draft model curriculum as well as any minor edits identified by Curriculum Frameworks and Instructional Resources Division (CFIRD) staff (e.g., grammar, punctuation, word order, etc.) before the draft is posted for public review and comment. Commissioner Muñoz seconded the motion. There was no additional discussion. A roll call vote was taken. The motion was approved by a unanimous vote of the SMC members present (7–0).

  3. Full Commission Reconvenes

      History–Social Science Subject Matter Committee

      1. Approve the Draft Ethnic Studies Model Curriculum for the Public Review and Comment Period (Action)

        ACTION 1: SMC Chair Rustin moved to recommend to the SBE that the revised draft Ethnic Studies Model Curriculum be posted for a 30-day public review and comment period with the recommended changes. Commissioner Williamson seconded the motion. There was no additional discussion. The motion was approved by a unanimous vote of the members present (15–0). Commissioner Tonkovich was absent from the meeting.

        ACTION 2: SMC Chair Rustin moved to recommend that the full Commission delegate the IQC Chair and the HSS SMC Chair to review the agreed-upon changes to the draft model curriculum, as well as any minor edits identified by CFIRD staff (e.g., grammar, punctuation, word order, etc.) before the draft is posted for public review and comment. Commissioner Muñoz seconded the motion. There was no additional discussion. The motion was approved by a unanimous vote of the members present (15–0). Commissioner Tonkovich was absent from the meeting.

    2. Adjournment of Meeting

      IQC Chair Iniguez adjourned the meeting at approximately 5:39 p.m.
