Goals of the Instructional Quality Commission and Each of Its Committees. Commission approved on January 25, 2019.Executive Committee
- Ensure every member of the Instructional Quality Commission (IQC) follows the Bagley-Keene Open Meeting Act.
- Provide support for the adoption of the Health Education Framework.
- Provide support for the revision of the World Languages and California Arts Framework.
- Provide support for the development of the Ethnic Studies Model Curriculum.
- Provide support for the launch events, rollout plans, and professional learning activities of the Health, Science, and History–Social Science Frameworks and support for the collaboration committees work associated with the English Language Arts/English Language Development (ELA/ELD), Mathematics, Health, History–Social Science, and Science Frameworks.
- Ensure that the Commission’s organization reflects the advisory needs of the State Board of Education (SBE).
- Engage and participate in a continuous improvement protocol as the Instructional IQC works through relevant curriculum and instruction issues.
- Remain informed on the California Statewide System of Support (CAS3) and integrate, as appropriate, guidance aligned with the CAS3.
Arts Subject Matter Committee
- Provide guidance and support for the 2020 Revision of California’s Arts Framework project, to include the following:
- Attending one or more of the 2020 Visual and Performing Arts (VAPA) Curriculum Framework and Evaluation Criteria Committee (CFCC) meetings
- Reviewing and posting a draft of the 2020 Arts Framework for the first 60-day field review and feedback
- Remain informed on issues that affect curriculum, assessment, professional learning, and instructional materials in arts education.
- Remain informed on the CAS3 and integrate, as appropriate, guidance aligned with the CAS3.
Education Technology Committee
- Remain informed on issues that affect education technology as it relates to enhancing student achievement.
- Continue to support the implementation of the CA Content Standards, frameworks, and statewide assessments through effective use of education technology.
- Remain informed on the CAS3 and integrate, as appropriate, guidance aligned with the CAS3.
English Language Arts/English Language Development (ELA/ELD) Subject Matter Committee
- Continue to provide guidance and support for the implementation of the 2014 ELA/ELD Framework.
- Continue to support and attend, if possible, one of the presentations scheduled in February–March 2019 on a collection of resources aligned to the guidance of the ELA/ELD Framework:
- California Teachers of English, February 22–24 (in Burlingame)
- California Charter Schools Association Conference, March 11–14 (in Sacramento)
- California Association for Bilingual Education, March 20–22 (in Long Beach)
- Remain informed on issues that affect curriculum, assessment, professional learning, and instructional materials in ELA/ELD.
- Remain informed on the CAS3 and integrate, as appropriate, guidance aligned with the CAS3.
Health Subject Matter Committee
- Provide guidance and support for the 2019 Health Education Framework for California Public Schools, Kindergarten Through Grade Twelve (Health Education Framework) in the following ways:
- Review the current draft of the Health Education Framework that includes the approved additions and changes from the first 60-day public review period.
- Analyze public comments received during the second 60-day public review (ends January 11, 2019).
- Provide input on the Health Education Framework in response to requests from the framework writing team or Curriculum Framework and Instructional Resources Division staff.
- Provide continued support to the implementation of the Health Education Framework.
- Provide guidance and support for the 2020 Health Instructional Materials Adoption.
- Remain informed on issues that affect curriculum, assessment, professional learning, and instructional materials in health education.
- Remain informed on the CAS3 and integrate, as appropriate, guidance aligned with the CAS3
History–Social Science Subject Matter Committee
- Work on the 2020 Ethnic Studies Model Curriculum, including overseeing the work of the Model Curriculum Advisory Committee (MCAC) as it develops a draft document. Edit the MCAC’s draft, approve it for a public field review, and then make additional edits based on public feedback before submitting the model curriculum to the SBE for final approval.
- Remain informed on issues that affect curriculum, assessment, professional learning, and instructional materials in history–social science.
- Remain informed on the CAS3 and integrate, as appropriate, guidance aligned with the CAS3.
Mathematics Subject Matter Committee
- Remain informed and provide guidance on issues that affect curriculum, assessment, professional learning, and instructional materials in mathematics.
- Remain informed and address issues that impact the implementation of the California Common Core State Standards (CCSS) for Mathematics at the elementary, middle school, and high school levels.
- Support the revision of the 2013 Mathematics Framework for California Public Schools Kindergarten Through Grade Twelve.
- Remain informed on the CAS3 and integrate, as appropriate, guidance aligned with the CAS3.
Physical Education Subject Matter Committee
- Remain informed on issues that affect curriculum, assessment, and professional learning for physical education.
- Remain informed and support the development of the 2019 Health Education Framework.
- Remain informed on the CAS3 and integrate, as appropriate, guidance aligned with the CAS3.
Science Subject Matter Committee
- Continue to support the implementation of the CA Science Framework.
- Remain informed on issues that affect curriculum, assessment, professional learning, and instructional materials in science education, including the CA Next Generation Science Standards, the CCSS strand for Literacy in History/Social Studies, Science and Technical Subjects, and the Education and the Environment Initiative.
- Remain informed on the CAS3 and integrate, as appropriate, guidance aligned with the CAS3.
World Languages Subject Matter Committee
- Provide guidance and support for the 2020 Revision of California’s World Languages (WL) Framework project, to include the following:
- Attending one or more of the 2020 WL CFCC meetings
- Reviewing and posting a draft of the 2020 WL Framework for the first 60-day field review and feedback
- Remain informed on issues that affect curriculum, assessment, professional learning, and instructional materials in world languages education.
- Remain informed on the CAS3 and integrate, as appropriate, guidance aligned with the CAS3.
Ad Hoc Committee on the California System of Support
- Remain informed on how the California Every Student Succeeds Act state plan affects curriculum, assessment, professional learning, and instructional resources as it relates to the charge of the IQC.
- Remain informed on how the California Statewide System of Support affects curriculum, assessment, professional learning, and instructional resources as it relates to the charge of the IQC.
