Dear Sacramento County Superintendent of Schools:

Apportionment to Sacramento County Office of Education
for the Children and Youth Behavioral Health Initiative,
Fiscal Year 2025–26

This apportionment, in the amount of $20,000,000, is made to the Sacramento County Office of Education (SCOE) from funds provided in Section 96 of Assembly Bill (AB) 121 (Chapter 8, Statutes of 2025) and equals 100 percent of available funds appropriated in fiscal year 2025–26.

Funds are allocated to the SCOE to continue providing services for the Children and Youth Behavioral Health Initiative, established pursuant to the California Welfare and Institutions Code Section (WIC) 5961. Pursuant to subdivision (b) of Section 96 of AB 121, the SCOE, in partnership with the Santa Clara County Office of Education (SCCOE), is to award no less than 95 percent of the funds appropriated as competitive grants to local educational agencies (LEAs) participating in the first, second, or third fee cohorts of the Children and Youth Behavioral Health Initiative. Up to 5 percent of the funds allocated may be used by the SCOE for the purposes of outreach and administration.

Pursuant to subdivision (d) of Section 96 of AB 121, the SCOE, in partnership with the SCCOE, must report to the California Department of Education (CDE), the State Board of Education, the Department of Finance, the California Department of Health Care Services, the California Health and Human Services Agency, and the appropriate committees of the Legislature on or before May 1, 2026. The report should include the following:

  • The number of applications and the amount of funding requested, disaggregated by the two priorities in subdivision (b) of Section 96 of AB 121, and the requesting LEA;
  • The number of awards granted, including the LEA that received the award, the amount awarded, and the purpose of the funding, disaggregated by the two priorities in subdivision (b) of Section 96 of AB 121; and
  • The amount of any remaining or unexpended grant funds.

A warrant will be mailed to the Sacramento County Treasurer approximately three weeks from the date of this letter. For standardized account code structure coding, use Resource Code 7810, Children and Youth Behavioral Health Initiative, and Revenue Object Code 8590, All Other State Revenue.

The SCOE was notified of this apportionment by email, which was sent to its CDEfisc email address. The notification included a link to this letter and the apportionment schedule, which are posted on the CDE web page at https://www.cde.ca.gov/fg/fo/r14/cybhi25result.asp.
