 Dear County Superintendents of Schools:

First Apportionment for Title V, Part B, Subpart 2
Rural and Low-Income School Program
Every Student Succeeds Act
Fiscal Year 2023–24

This apportionment, in the amount of $2,026,611, is made from federal funds provided to the state under Title V, Part B, Subpart 2, of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (Public Law 114–95). Title V, Part B, Subpart 2 funds are to be used to improve instruction and achievement for children in rural and low-income schools by supporting activities such as teacher recruitment and retention, teacher professional development, educational technology, parental involvement, or any activities authorized under Title I, Part A; Title II, Part A; Title III; or Title IV, Part A, pursuant to Section 5222(a) of the ESEA. Warrants will be mailed to each county treasurer approximately three weeks from the date of this letter.

Preliminary allocations for eligible local educational agencies (LEAs) are based on each LEA’s average daily attendance as of the 2021–22 Second Principal Apportionment, multiplied by an approximate rate of $32.92. The amount included in this apportionment reflects 50 percent of each LEA’s 2023–24 preliminary allocation for those LEAs that applied for Title V, Part B, Subpart 2 funding on the 2023–24 Consolidated Application Reporting System. Allocations have been reduced for LEAs that failed to meet the federal maintenance of effort requirement applicable to 2023–24 funding and did not receive an approved federal waiver, pursuant to Section 8521 of the ESEA.

County superintendents were notified of this apportionment by email sent to their CDEfisc email addresses. The CDE requested that the email be forwarded to all school districts and charter schools in the county, and included the links to this letter and the accompanying apportionment schedule posted on the CDE web page at https://www.cde.ca.gov/fg/aa/ca/.
