Dear Mr. Leibsohn:

Apportionment to the Community Development Finance,
in partnership with the City of Oakland for the
Teachers Rooted in Oakland (TriO) Program,
Fiscal Year 2022‑23

This apportionment, in the amount of $5,000,000, is made from the General Fund to the to the Community Development Finance, in partnership with the City of Oakland for the Teachers Rooted in Oakland (TRiO) Program pursuant to Control Section 19.56(k)(47) added to the Budget Act of 2022 in Section 233 of Assembly Bill (AB) 178 (Chapter 45, Statutes of 2022), and amended by Section 207 of AB 179 (Chapter 249, Statutes of 2022). The apportionment represents 100 percent of the funds available for the TRiO Program in fiscal year 2022-23. The funds will be distributed to the Community Development Finance.

The purpose of this funding is to provide subsidized housing for Science, Technology, Engineering, and Math and Special Education teacher residents and income stipends for teachers who have graduated from their residency year but have committed to continue teaching in Oakland Unified School District for four years. Furthermore, pursuant to Control Section 19.56(a), funds shall be available for encumbrance through June 30, 2024, and expenditure until June 30, 2026. Funds may be used to pay for costs incurred prior to the enactment of AB 179.

Warrants will be mailed approximately three weeks from the date of this letter. This letter and the accompanying apportionment schedule are posted on the California Department of Education’s webpage at https://www.cde.ca.gov/fg/aa/ca/specprogonetime.asp.
