Dear County and District Superintendents and Charter School Administrators:

PROPOSITION 39 – CALIFORNIA CLEAN ENERGY JOBS ACT
APPLICATION FOR ENERGY PLANNING FUNDS
FISCAL YEAR 2017–18

The application to request energy planning funds from the 2017–18 Proposition 39 – California Clean Energy Jobs Act (Proposition 39) award allocations is now available. Local educational agencies (LEAs) have the option of requesting in the first year of award eligibility, a portion of their award allocation for energy planning activities without submitting an energy expenditure plan (EEP) pursuant to Public Resources Code Section 26235(f); this option was available to most LEAs in fiscal year 2013–14, the first year of the program. This current application is only available to new charter schools commencing operations in 2016–17 whose first year of Proposition 39 award eligibility is in 2017–18.

To request energy planning funds, the charter school must apply using the California Department of Education’s (CDE’s) Proposition 39 web-based application available at http://www.cde.ca.gov/fg/fo/r14/prop39cceja17rfa.asp. The application for energy planning funds is due November 30, 2017.

The Proposition 39 Program Implementation Guidelines (Guidelines) provide information on award eligibility and the maximum energy planning award funding requests an eligible LEA may request. The following are the maximum planning funds an eligible LEA can request:

  • LEAs with awards of $433,000 or less may request up to 100 percent of their first year award, with a maximum of $130,000.
  • LEAs with awards of $433,000 or more may request up to 30 percent of their first year award.

Proposition 39 energy planning funds can only be spent on energy audits and energy surveys/assessments, Proposition 39 program assistance, hiring or retaining an energy manager(s), and energy-related training. The Guidelines and the EEP Handbook are available on the California Energy Commission’s Web page at https://www.energy.ca.gov/programs-and-topics/programs/california-clean-energy-jobs-act-proposition-39-k-12-program. These documents include information on how LEAs will submit EEPs to the California Energy Commission for approval and how the California Department of Education (CDE) will disburse the funds.
