Notice of 20 Day Actual Special Apportionment

Letter Head: Jack O'Connell, State Superintendent of Public Instruction, Phone number 916-319-0800

December 11, 2007

Dear Select County Superintendents of Schools, Auditors, and Treasurers:

Notice of 20 Day actual Special Apportionment for Charter Schools New Grade Level Expansion
Fiscal Year 2007–08

This special apportionment, in the amount of $5,615,784, is made in accordance with California Education Code (EC) Section 47652 for fiscal year 2007–08. The purpose of this apportionment is to fund continuing charter schools that are adding at least one new grade level. These funds are, in effect, an advance apportionment.

The charter school amount to be received in this December apportionment is $3,943,404, for the months of December 2007 through January 2008 and equals 16 percent of the charter school’s projected total general-purpose state aid funding for the 2007–08 fiscal year. The categorical block grant apportionment of $398,939 equals 16 percent of the charter school’s deficited total categorical state aid funding for the 2007–08 fiscal year. A factor of 0.9597911800 was applied to the adjusted categorical block grant amount for each charter school. Also, included is $1,273,441 to school districts that transfer to charter schools funding in lieu of property taxes (EC Section 47635) for the months of December 2007 through January 2008, which equals 16 percent of the charter school’s projected total funds in lieu of property taxes for the 2007–08 fiscal year. This special apportionment is the second advance apportionment for charter schools adding a new grade level, and is based on the charter school’s reported 20 day actual average daily attendance. Charter school administrators, superintendents and business officials of local educational agencies will receive more detailed apportionment information in subsequent correspondence.

The warrants will be mailed by the State Controller’s Office to the County Treasurer in approximately three to four weeks from the date of this Notice. The County Treasurer of each county is requested to immediately deposit the amount received into the appropriate fund or account of the local educational agency at the direction of the County Superintendent of Schools.

If you have any questions regarding this apportionment, please contact Byron Fong, Consultant, Office of Charter Apportionments and District Reorganization, at 916-323-0498 or by email at byfong@cde.ca.gov [Note: the preceding contact is no longer valid.], or Cindy Chan, Administrator, Charter Schools Fiscal Office, at 916-324-4541 or by e-mail at cchan@cde.ca.gov [Note: the preceding contact is no longer valid.].
