Dear Marin County Superintendent of Schools:

Apportionment to the
Marin County Superintendent of Schools
for the California Collaborative for Educational Excellence,
Fiscal Year 2025–26

This apportionment, in the amount of $1,000,000, is made to the Marin County Superintendent of Schools from funds provided in Section 76 of Assembly Bill (AB) 121 (Chapter 8, Statutes of 2025), as amended by Section 11 of Senate Bill 147 (Chapter 744, Statutes of 2025). Funds are provided in support of the California Collaborative for Educational Excellence (CCEE) for the digitization of state standardized individualized education program (IEP) template. This apportionment provides 100 percent of funds available in fiscal year 2025–26.

Of the amount appropriated, no less than $250,000 shall be available for the high-quality IEP special education resource lead to work with the CCEE and the vendor to consult on the digitization of the state standardized IEP template and identify the scope of the professional development needed for statewide implementation. In addition, up to $50,000 of the amount appropriated shall be made available to the CCEE to implement the digitization of the state standardized IEP template, of which $7,500 shall be made available to the Marin County Office of Education, the administrative agent of the CCEE, for costs associated with administering this program. Any interest earned on the funds received must be used to support the activities described in subdivisions (b) and (c) of Section 76 of AB 121, as amended.

Programmatic Requirements

In consultation with the Executive Director of the State Board of Education, the CCEE is to contract with a California special education student information system vendor that currently transmits compliant data under the federal Individuals with Disabilities Education Act (Public Law 108–446) to the California Department of Education (CDE) through the California Longitudinal Pupil Achievement Data System. Pursuant to Section 76(b)(1)-(4) of AB 121, as amended, the vendor shall do all the following:

  • In consultation with the high-quality IEP special education resource lead, selected pursuant to California Education Code (EC) Section 52073.2, convert the state standardized IEP template into a user-dynamic software platform that provides all of the special education data management features and functionality currently available to local educational agencies (LEAs), including, but not limited to, drafting IEPs, managing special education data, tracking special education service delivery, running reports, and integrating with other data systems.
  • Develop an interactive digital version of the state standardized IEP template that is accessible to the public at no cost.
  • Make the digitized IEP templates available to LEAs and to the public on or before June 30, 2026.
  • Upon availability of the translated versions of the state standardized IEP template, as developed pursuant to Provision 41 of Item 6100-001-0890 of the Budget Act of 2025 (Chapter 4, Statutes of 2025) or Section 77 of AB 121 (Chapter 8, Statutes of 2025), as applicable, integrate translations into the digitized state standardized IEP template to ensure that users can access it in the top ten most commonly spoken languages used in California other than English, as required by EC Section 56348.

Accounting and Payment Information

A warrant will be mailed to the Marin County Treasurer approximately three weeks from the date of this letter. The Marin County Superintendent of Schools is requested to inform the CCEE immediately regarding this apportionment.

The Marin County Superintendent of Schools was notified of this apportionment by email, which was sent to its CDEfisc email address. The CDE requested that the email be forwarded to the CCEE, and included the links to this letter and the apportionment schedule which are posted on the CDE web page at https://www.cde.ca.gov/fg/aa/cc/index.asp.
