Dear County Superintendents of Schools: 

First Apportionment for the
Educator Effectiveness Block Grant
Fiscal Year 2021–22

This apportionment, in the amount of $ 1,199,747,404, is made from the state General Fund pursuant to Section 22 of Assembly Bill (AB) 130 (Chapter 44, Statutes of 2021) as amended by Section 9 of AB 167 (Chapter 252, Statutes of 2021). One-time funding is provided to local educational agencies (LEAs) and state special schools in support of the Educator Effectiveness Block Grant funding (EEF) to provide professional learning for teachers, administrators, paraprofessionals who work with pupils, and classified staff that interact with pupils. The amount paid in this apportionment reflects 80 percent of the allocation calculated for each LEA and state special school.

Allocations for LEAs and state special schools are based on an equal amount per full-time equivalent (FTE) certificated staff, not to exceed certificated counts, and FTE classified staff. Pursuant to California Education Code (EC) Section 41480(a)(1) data used in this calculation is based on the data submitted through the California Longitudinal Pupil Achievement Data System and classified staff data submitted through the California Basic Educational Data System as of October 2020. The calculated funding rate per FTE is approximately $2,415.80 ($2,415.7984955).

Conditions of Apportionment and Annual Reporting

In order to retain funding, LEAs and state special schools must meet the following two conditions of apportionment included in EC Section 41480(d). Compliance will be confirmed during the annual audit process.

  • On or before December 30, 2021, LEAs are required to adopt a plan delineating the expenditure of funds including the professional development of teachers, administrators, paraprofessionals, and classified staff. The plan shall be presented in a public meeting of the governing board of the school district, county board of education, or the governing body of the charter school, before its adoption in a subsequent meeting.
  • On or before September 30, 2026, report detailed expenditures to the California Department of Education (CDE) including, but not limited to, specific purchases made and the number of teachers, administrators, paraprofessional educators, or classified staff that received professional development.

In addition to the final expenditure report, LEAs and state special schools will be required to report annual expenditures to the CDE by September 30th each year. The annual reporting is required as a response to requests for detailed information in the legislative report, to justify future funding opportunities, and to confirm funding is being appropriately used and tracked at the local level. Period of Availability and Use of Funds

Funds are available for expenditure from the 2021–22 fiscal year to the 2025–26 fiscal year. LEAs and state special schools shall coordinate the use EEF with any federal funds received under Title II of the federal Every Student Succeeds Act of 2015 (Public Law 114–95) to support teachers and administrators. Funds shall be expended to provide professional learning for teachers, administrators, paraprofessionals who work with pupils, and classified staff that interact with pupils, with a focus on any of the following areas identified in EC Section 41480(b):

  • Coaching and mentoring of staff serving in an instructional setting and beginning teacher or administrator induction.
  • Programs that lead to effective, standards-aligned instruction and improve instruction in literacy across all subject areas.
  • Practices and strategies that reengage pupils and lead to accelerated learning.
  • Strategies to implement social-emotional learning, trauma-informed practices, suicide prevention, access to mental health services, and other approaches that improve pupil well-being.
  • Practices to create a positive school climate.
  • Strategies to improve inclusive practices.
  • Instruction and education to support implementing effective language acquisition programs for English learners.
  • New professional learning networks for educators not already engaged in an education-related professional learning.
  • Instruction, education, and strategies to incorporate ethnic studies curricula adopted pursuant to Section 51226.7 into pupil instruction for grades 7 to 12, inclusive.
  • Instruction, education, and strategies for certificated and classified educators in early childhood education, or childhood development.

Accounting and Payment Information

A warrant will be mailed approximately two weeks from the date of this letter. For standardized account code structure coding, use Resource Code 6266, Educator Effectiveness, FY 2021–22, and Revenue Object Code 8590, All Other State Revenue.

County Superintendents of Schools were notified of this apportionment by email sent to their CDEfisc email addresses. The CDE requested that the email be forwarded to school districts and charter schools in the county and included the links to this letter and the accompanying apportionment schedule posted on the CDE web page at https://www.cde.ca.gov/fg/fo/r14/edeffectiveness21result.asp.
