A list of new changes made to the 2026–27 SACS Web Budget Application.

2026–27 Budget Reporting Period

Listed below is a summary of changes made to the 2026–27 budget reporting components of the Standardized Account Code Structure (SACS) Web financial reporting system. For additional information on each of the forms and reports, refer to the relevant sections of the SACS Web System User Guide.

Revised Fund Forms

  • Form 01—Expenditures by Object tab
    Other Local Revenue: Transfers of Apportionments
    • Removed the obsolete Regional Occupational Center/Program (ROC/P) Transfers Section:
      • Removed Resource 6360, Object 8791 line and moved the resource to the All Other, Object 8791 line.
      • Removed Resource 6360, Object 8792 line and moved the resource to the All Other, Object 8792 line.
      • Removed Resource 6360, Object 8793 line and moved the resource to the All Other, Object 8793 line.
  • Form 01—Expenditures by Object tab
    Other Outgo (excluding Transfers of Indirect Costs)
    • Removed the obsolete ROC/P Transfers of Apportionments section and moved the following resource, object combinations to the All Other, Object 7221–7223 line:
      • Resource 6360, Object 7221 line
      • Resource 6360, Object 7222 line
      • Resource 6360, Object 7223 line
  • Form 01, 09, and 62—Expenditures by Object tab
    Federal Revenue Section: Other Every Student Succeeds Act
    • Removed Resource 3180 and moved the resource to the All Other Federal Revenue, All Other, Object 8290 line.
    • Removed Resource 4128 and moved the resource to the All Other Federal Revenue, All Other, Object 8290 line.
  • Form 01, 09, 62, and 67—Expenditures/Expenses by Object tab
    • In the category "Services and Other Operating Expenditures/Expenses," the Insurance object code range has been updated from 5400–5450 to 5400–5499.
    • In the category "Services and Other Operating Expenditures/Expenses," the Professional/Consulting Services and Operating Expenditures object code has been revised from 5800 to the object code range 5800–5899.

Revised Supplemental Forms

  • Form CC—Workers' Compensation Certification
    • Implemented a redesigned version of Form CC, as a first form in the systemwide effort to bring the forms and reports in compliance with accessibility standards for people with disabilities and improve user experience for all SACS Web System users. Main features of the redesigned form include the following:
      • The PDF export and Print Preview now include an optional cover page with complete form references as a standard feature to be included on all SACS forms upon redesign.
      • The Excel version of Form CC has been discontinued due to low utilization.
      • The content of the form has not materially changed since the prior version used for 2025–26 Budget reporting period.
  • Form MYP—Multiyear Projections
    • Adjusted the dollar amounts used in the Unrestricted/Restricted worksheet, Reserve Standard Percentage Level (Line F3d for county offices of education [COEs] only) and Reserve Standard – By Amount (Line F3f for COEs and districts, and Line F7 for joint powers agencies [JPAs]), based on the cost-of-living adjustment (COLA) made to the Criteria and Standards Review form.

Revised Criteria and Standards

  • Form 01CS—Criteria and Standards Review
    • COE – Budget – Criterion 7 – Fund and Cash Balances
      • Adjusted fund balance levels for COEs, based on prior year's statutory COLA.
    • COE/District/JPA – Budget – Criterion 8/10 – Reserves
      • Adjusted reserve levels for all LEAs types, based on prior year's statutory COLA.

Revised Technical Review Checks (TRC)

TRC CHK-RESOURCE6500xOBJ8091 – The TRC message has been updated to remove the text “/Revenue Limit” in reference to Object 8099 when it fails.

TRC SPECIAL-ED-GOAL – TRC message has been updated to remove reference to Resource 3332. TRC programming updated to no longer exclude Resource 3332.
