Dear County and District Superintendents and Charter School Administrators:

Fourth Update Regarding Impoundment of Federal Education Funds

I am reaching out to provide an important update about federal education funds for the 2025–26 school year, following my July 22 communication about the continued impoundment of many federal education grants.

On July 25, the California Department of Education (CDE) received notice from the United States Department of Education (ED) that beginning the week of July 28, 2025, the ED would begin releasing previously impounded federal funds for the current federal and education fiscal year.

CDE has now received Grant Award Notifications (GANs) for the following formula-based funding sources, as well as an updated GAN for the 21st Century Community Learning Centers (21st CCLC) grant program.

  • Title I-C, ESEA: Migrant Student Education
  • Title II-A, ESEA: Supporting Effective Instruction State Grants
  • Title II, WIOA: Adult Education and Family Literacy Act
  • Title III-A, ESEA: English Language Acquisition
  • Title IV-A, ESEA: Student Support and Academic Enrichment State Grants

CDE is working to complete the steps necessary to draw down and release these funds to local educational agencies as quickly as possible.

This means that the CDE has received confirmation of the entire allocation of nearly one billion dollars that California schools have been waiting to receive for the 25-26 fiscal year in order to serve students. This delay in funds by the Trump administration created uncertainty for our school communities, and I know that our local agencies will be working rapidly to implement these funds in service of our students, educators, and school communities.

Our team will continue to engage with our congressional delegation to ensure future federal funding for these programs is secured in the fiscal year 2026 budget to support our students as intended.
