Meeting convened at 1 p.m.
Item 1— Subject: Bagley Keene Requirements and Limitations
Presenter: Paul Lacy, Attorney III, CDE
- Review of the Bagley-Keene Act, as it pertains to the American Indian Education Oversight Committee (AIEOC)
Amber Machamer—Asked if AIEOC members can join subcommittees.
Paul Lacy—If the subcommittee consists of three or more members, then no, because that would be a quorum. Two or fewer members can meet, however, you cannot take advice back to the AIEOC.
Rachel McBride—Asked what a serial meeting is.
Paul Lacy—Serial meetings are prohibited if there is a quorum. A serial meeting can be by a telephone call, e-mail, or texting. Therefore, be sure to let the other members know who is on the telephone, e-mail, or text, and remind them not to forward the e-mail or text, or call another member.
Item 2— Subject: California Department of Education (CDE) Updates
Presenter: Judy Delgado, American Indian Education Consultant, CDE
- California’s number was reduced due to lack of County Offices of Education reporting the number of American Indian students in public schools.

Item 4—Committee Business
Rachel McBride—Asked to have a Public Hearing at the 40th Annual California Conference on American Indian Education.
Irma Amaro—Asked for a motion to approve the August 12, 2016, meeting minutes.
Rodney Lindsey—Moved to approve the August 12, 2016, meeting minutes. Amber Machamer seconded. Rachel McBride and Kathleen Marshall abstain.
Irma Amaro—Asked for a motion to adjourn the meeting. Rachel McBride moved to adjourn the meeting. Kathleen Marshall seconded. All in favor.
