Funding Description

State funding for special education local plan areas (SELPAs) that operate Early Education Programs for individuals with exceptional needs who are younger than three years of age.

Required Eligibility Criteria SELPAs who have historically received state funding for the infant program are the only eligible recipients. No new participants are allowed.

Allocation Formula The entitlement for the infant program equals the sum of all instructional personnel service units a SELPA allocates to its local educational agencies (LEAs) or LEA(s) of another SELPA, multiplied by the base rate of the type of classroom setting, plus the cost of aide(s) for each type of class. The three classroom settings in which infants are served include: 1) Special Day Class: Severe/Non-Severe; 2) Resource Specialist Program; 3) Designated Instruction and Service. The cost-of-living adjustments (COLA) provided for this fiscal year includes first assuming the suspended 2.31 percent 2020-21 statutory COLA and then applying the 1.70 percent 2021-22 statutory COLA.

Other Funds are paid through the Principal Apportionment. Principal Apportionment amounts are calculated three times for each fiscal year: the First Principal Apportionment (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by June 25th and the Annual calculation is certified by February 20th of the following year (with that year's P-1 certification).
